 "method": "Six different events get blurred together in most reporting: a form edition exists; a carrier files it in a state; the state approves it; the carrier decides to use it; it is attached to a specific policy; and it takes effect on that policy's date. Only the last two change anyone's coverage. This register records the first three from primary sources and says plainly which ones it has not seen. 'Verified' means a person opened the filing in SERFF Filing Access (the NAIC's public portal for state rate and form filings) and read the form schedule and disposition. 'Reported' means a credible secondary source says it exists and we have not yet found the filing ourselves. 'Verified absent' means we opened the filing expecting an AI form and there wasn't one.",
